How does pop3 mail work? and what do i need to host it?

To host it, you will need some mail server software, such as sendmail etc.

If you are running U*IX you have one. If you are running Windows then use Mercury Mail Transport for Windows try here http://www.pmail.com/overviews/ovw_mercwin.htm for an overview of what is does. POP3, SMTP, remote mailboxes etc

It is what I user for my email server requirements and works very well.

Well i need something, that users can login and add mailboxes to it, but not access there email online.

Ever heard the expression rtfm?

If you read the overview of it you will find that it is very customisable and will do what you want IF you are prepared to do some work.
